Once you download any book from the Cloud tab, it will appear in the Device section. Every book available in the Device tab can be accessed offline, which means you open and read it even when your iPad is not connected to the internet.

When you open the mobile version of Project Gutenberg on your iPhone or iPad, you can easily find the most popular titles. Pick up the one that you want to download and tap it (see the screenshot above, on the left).

Once you have downloaded the dictionary, we need to rename it so the Kindle app will recognize it. Change the filename from German-English.mobi to B003YL4LVQ_EBOK.azw so the app will recognize it.
(For more languages, simply click on the little i in your Kindle app, download one of the dictionaries and then take a look under iExplorer which file was added most recently to the ebooks directory. Voilá!)
This is unfortunately not going to help you with this app, as it does not sound like you had downloaded this app prior to this question, but it will help you in the event that you accidentally upgrade an app that will then no longer work with your version of iOS.
I just did this with the Phillips Hue app (compatible 8.0+) and using iOS 7.0.4. Basically, you download the app from the App Store in your computer. Then, find the app on your phone and instead of Get+ it should display the Cloud download. If the app has an older compatible version available, you should be able to install it. It worked for me!
Now, on your phone, go to the App Store and attempt to download from the cloud. You will be told that this version is not compatible and be offered an older version. Accept the offer and you will have a working version on your phone.Don't forget to backup when you are done.

For other file types, you can try copying from your computer to the device as described above. Use the Google Play Store or a similar source for searching for apps, to find ways to download and display EPUB and MOBI (Kindle) files.

I started having problems after the new year started and cannot download CNN or a voice recorder update and had deleted those after a dozen tries. But the Weather and iMessage updates I was able to download and I downloaded a solitaire game.
I had the issue for months on end and tried all of the reported things to fix it. None worked. I finally discovered that it was caused by the Overcast app that was trying to download some old podcasts that were no longer available online. When I deleted the incomplete downloads from Overcast the problem was (finally) gone.
The general issue seems to be related to background downloads of apps, podcasts, music, etc. that fail, and are retried over and over. It seems that many different causes can lead to the same cryptic popup.

I can confirm that alexa app is not showing kindle books. In fact, I tried alexa.amazon.com to check and if you choose to stream kindle to an app, it will tell you that kindle streaming is not available for this device. Apparently amazon decides that it can make more money selling echos so they no longer let you stream kindle books to the app on your phone. I used to listen to my kindle books in my car from the phone and now I am not able to anymore.

I downloaded a non-Apple epub on my iPhone running IOS 16.0.2. I then opened Files and the Download folder and tapped the newly downloaded epub. It opened. Closing the file showed it as the most recent addition to Apple Books (which I confirmed by opening Apple Books on my computer).
